To prevent the newsheadlines shown from behind the windows of the US Interest Office being read by the cuban people, Castro put up a wall of flags in front of the office. The americans started showing the headlines to override Castro's information stop on his population. Castro retaliated by erecting the 'Mount of Flags', that effectively blocked the views on the US Interest Office.
